Economic Advancement Data and Outreach Coordinator

United Way of Central Maryland’s SNAP Employment and Training contract seeks to connect, enroll, guide and support SNAP eligible recipients to education and employment training. Anticipated outcomes are that previously unemployed and underemployed individuals are empowered to succeed in careers with compensation that provides family sustaining wages and benefits.
Position Summary Statement

The Data and Outreach Coordinator manages the input process of all data into the state’s WORKS system and client tracking worksheet. Actively engages with community members and community organizations to identify SNAP eligible/recipients to enroll in GED/Apprenticeship/Employment preparation programs that lead to permanent employment at a family sustaining wage.
Essential Duties and Responsibilities Include, But Are Not Limited To:

50% Data Entry

  • Working in partnership with DHS WORKS team, ensure that all required data generated by UWCM programs is properly recorded into WORKS. Approved codes that accurately reflect activities used and input within the required timeline.
  • Complete and submit Front End Eligibility form to DHS, follow-up with ineligible applicants and submit documentation on resubmissions.
  • Maintain client tracking worksheets to sync with WORKS system at all times.
  • Pull reports from WORKS and the client tracking worksheet as requested.
  • Compile data for quarterly reports for DHS.

50% - Relationship Development and Community Engagement

  • Conduct intensive recruitment in the Neighborhood Zone communities to identify eligible participants. Required activities include canvassing neighborhoods, public housing, and other habitats to identify and engage community members.
  • Periodic community needs assessments to maintain a finger on the pulse of the defined service area.
  • Provide intake and assessment services. Collect necessary data, determine program eligibility, and create participant case file.
  • Support Clinical Case Manager in tracking, recording and administering reporting requirements.
  • Coordinate with other agencies to assist clients and make appropriate referrals.
  • Attend community events that can be beneficial for our participants career pathway as well as assist with addressing additional barriers that could hinder participants from gaining unsubsidized employment opportunities.
  • Advocate for participants with our community partners as well as teach them how to advocate for themselves.
  • Assess participants’ potential to successfully complete program participation.
  • Email and call participants about career opportunities as well as job fairs
  • Work with Marketing to develop marketing materials to cultivate employer connections and employment opportunities.
  • Maintain updated client emergency contact information.
  • Maintain employer records related to job placement activities and client job retention.
  • Design, plan and conduct job fairs and other initiatives to enable exposure of clients to organizations with current and future job opportunities.

  • Effectively use the computer to research resources and report data;
  • Make independent decisions using good judgment; employ problem solving techniques when appropriate; and exercise decision making and crisis intervention skills to manage emergency situations effectively.

INTERACTION:

Interacts with Neighborhood Zone staff, program participants, program partners, employers and other health and human service providers, UWCM staff, community members, volunteers and donors. May represent UWCM at community and business events.

QUALIFICATIONS AND REQUIREMENTS

  • Associate’s/Bachelor’s Degree in social work or a related field.
  • Proficient in Microsoft (Excel, Word etc.)
  • Input, maintain and track physical and digital data.
  • Create, prepare, and present reports, date and templates.
  • Organize data into filling systems. ( Organizational Astuteness)
  • Screening and recruitment.
  • Maintain administrative workflow.
  • Build and maintain relationships with clients.

Note: Due to the nature of the workflow and level of responsibility, this individual maintains a flexible schedule. Evening and weekend work may be required occasionally.

REQUIREMENTS:

  • Prior experience in workforce development environment.
  • Computer literacy required.
  • Must possess a working vehicle, valid driver’s license and valid/adequate automobile insurance.
  • Bi-lingual highly preferred

ABILITIES/SKILLS:

Ability to express ideas clearly to individuals and groups in oral discussions. Ability to deliver information appropriate to target audience. Ability to communicate and empathize with individuals of diverse backgrounds. Ability to write in a manner that is clear, concise and grammatically correct. Conversant in Spanish is a plus.

The employee is primarily seated while performing the duties of the position at UWCM. At Person may be mobile throughout the day. While offsite from UWCM, the person will be walking or standing as well as sitting for long periods of time in meetings or appointments with client. While onsite at UWCM, the person will occasionally walk and stand and interaction with personnel located in other parts of the building is also necessary. The hands are regularly used to write, type, keypunch and handle or feel small controls and objects. The employee must frequently talk and listen. Weights of up to 25 pounds occur (i.e. laptop computer, heavy files, computer reports, computer terminals or other regular office equipment.) Requirements may be modified to accommodate individuals with disabilities.
