Community Schools Rental Assistance Program
Are you having trouble paying rent? Worried about eviction or not having a place to live?


The Community Schools Rental Assistance Program provides families and students enrolled in Baltimore City Community Schools with emergency financial assistance if they are at risk of eviction, losing housing, or are already experiencing homelessness and need help securing a new rental unit.

How can this program help me?
If you qualify, the program can help you:
- Pay overdue rent and utility bills, including late fees and court fees associated with eviction filings
- Move to a new place by helping with the security deposit, first month’s rent, and utility deposit
- Pay future rent
- Get help with utility bills to move into a new home
Who can get help?
To qualify you must:
- Rent your home or be trying to rent a new one (homeowners don’t qualify)
- Be at risk of losing your home, being evicted, having your utilities shut off, or be behind on rent or utility payments
- Have a student in your household who is enrolled in a Baltimore City Community School (For a full list of schools, click below.)

What documents do I need to apply?
We try to keep documentation flexible. You may need to provide recent proof of:
- Rent obligation (lease, rent receipts, bank statements, or landlord statement)
- Housing instability (past due notice, eviction papers, shut-off notice, or self-attestation)
- Income (pay stubs, 2024 tax return, benefits letter, or self-attestation)*
- Community School enrollment (report card, school letter, or verification from the school)
You do not need a driver’s license, Social Security card, birth certificate, or proof of citizenship/immigration.
*At this time, there are no income level requirements, however we are required to collect this information from applicants.
How do I apply?
- Step 1: Complete the online application.
- Step 2: Upload required documents (for example: proof of enrollment in a community school, lease agreement, bills, proof of income).
- Step 3: Your application will be reviewed by program staff.
- Step 4: You and/or your landlord will be contacted if additional information is needed.
How can I check the status of my application?
Status updates will come from both the email addresses [email protected] and [email protected]. You will be notified that your application was received, when it is under review, if additional documentation is needed, and if it is approved or denied. If you do not receive these communications, please check your spam folder.
Will my landlord know I applied?
Yes. Payments are made directly to landlords or utility companies, so landlord participation is required to have an approved application.
What documents will my landlord need to provide?
The landlord will need to complete the CSRAP Landlord Application and provide the following documents. The CSRAP Landlord Application can be found here:
- W9
- EFT Application (if applicable)
- Documentation of arrears/Unpaid Charges Letter
- Lease Agreement
What protections do I have if my landlord accepts CSRAP payments?
If your landlord accepts direct CSRAP payments, they must agree to:
- Cancel any active eviction filings
- Not file new evictions for at least 30 days after your assistance ends
- Offer you the option to renew your lease for at least 90 days (unless there is a serious safety issue)
How long does it take to find out if I’m approved?
- Our goal is to review all completed applications within 14 days.
- All documentation is required to determine eligibility from both the tenant and the landlord.
- If approved, payments are usually made to your landlord or utility company within 30 days.
- You will receive notice of payment when funds are sent on your behalf.
Who gets priority for help?
Applications are prioritized in the following way if your household:
1. Is homeless (see next question in the FAQs for the McKinney-Vento definition)
2. Has a court judgment for unpaid rent or an eviction notice
3. Has a notice of intent to file eviction or a pending eviction hearing
4. Has urgent needs such as shut-off utilities or immigration/citizenship barriers
What does “homeless” mean under the McKinney-Vento Act?
Homeless children and youth are those who do not have a fixed, regular, and safe place to sleep at night. This can include situations where a child or youth is:
- Staying in another person’s housing, such as a friend or relative, because their family lost housing or cannot afford their own
- Living in a shelter, transitional housing, motel, hotel, campground, or trailer park because there’s not an alternative
- Staying in a car, park, abandoned building, bus or train station, substandard housing, or other private or public place not meant for sleep
What if I need help applying?
- If you need assistance with the application, please watch the following video with directions on how to complete an online application.
- If you’d like to request a paper application, please email [email protected] to request a paper copy to be mailed to you. Please ensure that you include your name and mailing address.
Who runs this program?
Funding is provided by Maryland Department of Housing and Community Development (DHCD), and the program is being administered by United Way of Central Maryland for Baltimore City.
How long can I receive assistance?
- Households may receive up to 12 months of rental and/or utility assistance as funds are available.
- In some cases, you may be eligible for an additional 3 months (for a maximum of 15 total months).
- A “month of assistance” means any month that CSRAP pays rent, utilities, or housing-related costs on your behalf.
- For future rent, assistance can be provided for up to 3 months at a time before an applicant will need to reapply as funds are available.
Can two households with shared responsibility of a student both apply for assistance?
Yes, two households with shared responsibility of a student could both be eligible for up to 15 months of assistance.
What if I already got help from another program?
- Assistance from other programs (like OHEP, LIHEAP, Fuel Fund, etc.) does not count toward your CSRAP limit.
- However, you cannot receive duplicate assistance for the same month (for example, two programs both paying 100% of a specific month’s rent).
How will payments be made?
If approved, payments go directly to your landlord or utility company.
What types of rental help are available?
CSRAP can help with:
- Back rent (rental arrears) – past due rent, including pet, parking, or amenity fees listed in your lease
- Future rent (prospective rent) – up to 3 months at a time (you’ll need to reapply/recertify for longer support)
- Security deposits (up to one month)
- Application/screening fees
- Late fees charged by your landlord or court
What types of utility bills can CSRAP cover?
CSRAP can help with both past-due and future bills for:
- Electricity, gas, water, sewer, trash
- Heating fuel (oil, propane, wood, coal, etc.)
- Internet service
- Utility hookup or reconnection fees
Important: Prior to providing utility assistance through CSRAP to a household, applicants will be asked if they have applied for all utility assistance they are eligible for, such as OHEP, LIHEAP, Fuel Fund, or State RELIEF Act funds.
What if my utility bill is not in my name?
You may still qualify for help. In most cases, you’ll only need to provide proof that you live at the address on the bill. Program staff will review your situation and let you know if any extra documentation is needed.
Can CSRAP help me if I already moved out or was evicted?
Yes, if:
- You provide your old lease and an overdue rent notice (or court papers showing what’s owed)
- Your former landlord agrees to stop collection efforts and update your credit record once CSRAP pays
- These payments count towards your CSRAP limit.
What relocation costs are covered?
CSRAP can help if you need to move to stable housing. Covered costs may include:
- Security deposits (up to one month of rent)
- Application fees
- Moving truck or storage unit fees (up to one month)
- Washer/dryer rentals (if not included in the lease)
- Landlord incentive payment (extra month’s rent for tenants with eviction, homelessness, or other housing barriers)
- Court-required rent or rental bonds
- Please note that hotel/motel placements or costs are not currently covered.
How will I know if my application was received?
You will receive a confirmation email that your application was submitted. A member from the program team will contact you and your landlord with any next steps.
How can I update my application after it has been submitted?
After submitting your application, the program team will review your application for preliminary eligibility. If additional documentation is needed, you will receive an email asking you to create an account with our Connect Portal. The Connect Portal will allow you to upload any additional required documentation. Your landlord will also receive a request to create a Connect Portal account, if additional documents are needed from them.
What happens if my application is denied?
- You will receive a written notice with the reason for denial.
- You have the right to appeal the decision first with United Way of Central Maryland, then with DHCD if needed.

¿Qué protecciones tengo si mi arrendador acepta pagos del CSRAP?
Los arrendadores que aceptan pagos directos del CSRAP deben cumplir con lo siguiente:
- Cancelar cualquier presentación activa de desalojo
- No presentar nuevos pedidos de desalojo durante al menos 30 días después de que termine la asistencia

¿Quién dirige este programa?
La financiación es del Departamento de Vivienda y Desarrollo Comunitario de Maryland (DHCD), y el programa está siendo administrado por United Way of Central Maryland para la ciudad de Baltimore.
¿Por cuánto tiempo puedo recibir ayuda?
- Los hogares pueden recibir hasta 12 meses de renta o asistencia para servicios públicos siempre que haya fondos disponibles.
- En algunos casos, puede ser elegible para 3 meses adicionales (por un máximo de 15 meses en total).
- Un “mes de asistencia” se refiere a cualquier mes en que CSRAP pague la renta, los servicios públicos u otros costos relacionados con la vivienda en su nombre.
- Para rentas futuras, se puede dar asistencia por hasta 3 meses seguidos antes de que el solicitante deba volver a aplicar, siempre que haya fondos disponibles.
¿Es posible que dos hogares con responsabilidad compartida de un estudiante pidan esta ayuda?
Sí, dos hogares con responsabilidad compartida de un estudiante podrían ser elegibles para hasta 15 meses de asistencia.
¿Qué pasa si ya recibí ayuda de otro programa?
- La asistencia de otros programas (como OHEP, LIHEAP, Fuel Fund, etc.) no cuenta para su límite de CSRAP.
- Sin embargo, no puede recibir asistencia duplicada para el mismo mes (por ejemplo, dos programas que pagan el 100% de la renta en un mes específico).
¿Cómo se harán los pagos?
Si se aprueban, los pagos van directamente a su arrendador o compañía de servicios públicos.
¿Qué tipos de ayuda para la renta están disponibles?
CSRAP puede ayudar con:
- Rentas atrasadas (rentas sin pagar): rentas vencidas, incluidas las tarifas por mascotas, estacionamiento o servicios que figuren en su contrato de arrendamiento
- Rentas futuras (rentas que vienen) – hasta 3 meses a la vez (tendrá que volver a aplicar/rectificar para recibir ayuda por más tiempo)
- Depósitos de seguridad (hasta un mes)
- Tasas de aplicación/selección
- Tarifas por pagos atrasados que exija el propietario o el tribunal
¿Qué tipos de facturas de servicios públicos puede cubrir el programa CSRAP?
CSRAP puede ayudar con las facturas vencidas y futuras para:
- Electricidad, gas, agua, alcantarillado, basura
- Combustible para calefacción (aceite, propano, madera, carbón, etc.)
- Servicio de Internet
- Tarifas de conexión o reconexión de servicios públicos
Importante: Antes de aprobar la asistencia para servicios públicos a través del CSRAP, los aplicantes tendrán que indicar si ya pidieron toda la asistencia de servicios públicos para la que son elegibles, como OHEP, LIHEAP, Fondo de Combustible o los fondos de la Ley Estatal RELIEF.
¿Qué pasa si la factura de servicios públicos no está a mi nombre?
Puede ser posible que califique para la ayuda aunque la factura no esté a su nombre. En la mayoría de los casos, solo tendrá que presentar una prueba de que vive en la dirección que figura en la factura. El personal del programa va a revisar su situación y le informará si se necesita documentación adicional.
¿El programa CSRAP pude ayudarme si ya tuve que mudarme o fui desalojado?
Sí, siempre que:
- Presente su antiguo contrato de arrendamiento y un aviso de renta vencida (o documentos judiciales que muestren lo que se debe)
- Su antiguo arrendador acepte frenar los esfuerzos de cobro y actualizar el registro de crédito una vez que CSRAP pague
¿Qué costos de reubicación están cubiertos?
CSRAP puede ayudar si necesita mudarse a una vivienda estable. Los costos cubiertos pueden incluir:
- Depósitos de seguridad (hasta un mes de renta)
- Tarifas de aplicación
- Costo de camiones de mudanzas o unidades de almacenamiento (hasta un mes)
- Renta de lavadoras/secadoras (si no están incluidas en el contrato de arrendamiento)
- Pago de incentivos al propietario (renta mensual adicional para inquilinos con desalojo, personas sin hogar u otras barreras de vivienda)
- Renta requerida por la corte o fianzas de renta
- Tenga en cuenta que los pagos de hotel/motel no están cubiertos actualmente.
¿Cómo sabré si mi aplicación fue recibida?
Recibirá un correo electrónico de confirmación de que su aplicación fue enviada. Un miembro del equipo del programa se pondrá en contacto con usted y con su arrendador para informarles los próximos pasos.
¿Cómo puedo actualizar mi aplicación después de haberla enviado?
Después de enviar la aplicación, el equipo del programa la revisará para determinar la elegibilidad inicial. Si se considera que cumple con los requisitos iniciales, recibirá un correo electrónico en el que se le pedirá que cree una cuenta en nuestro sitio web, Connect Portal. En el sitio Connect Portal podrá comprobar el estado de su aplicación, y subir cualquier documentación adicional requerida. El arrendador también recibirá una solicitud para crear una cuenta en Connect Portal.
¿Qué pasa si se rechaza mi aplicación?
- Recibirá un aviso por escrito con la razón por la que no fue aprobado/a.
- Tiene derecho a apelar la decisión primero con United Way of Central Maryland, luego con DHCD si es necesario.
