POSITION SUMMARY STATEMENT
The United Way Neighborhood Zone in Columbia, MD works alongside partners and residents to strengthen the communities of Howard County by utilizing a community-informed approach. Integral to this strategy is the United Way Family Center at Columbia, which provides high-quality early childhood education as well as supportive services to center-engaged families, and family-owned childcare providers. The Center serves 73 children, ages 8 weeks through 4 years old, and their families.
OBJECTIVES
- Develop and take leadership in the implementation of trauma informed and clinical parent-child attachment interventions with families.
- Provide overall management, coordination, and administration of clinical/social work support services for Center families and children.
- Support parents and families to become their child’s first and best teacher and advocate.
- Provide support and coordination for United for Childcare family based childcare initiatives.

55% Provide High-Quality supportive services
- Provide case management, short term individual and group counseling as needed and/or psychoeducational opportunities based on goal plan (include family members living in the home when available)
- Meet with new center participants to conduct a strength and needs assessment, co-create goal plan, and familiarize them with the center’s services.
- Train and support staff with the implementation of trauma informed and parent-child attachment interventions with families.
- Provide informal and formal parenting education to families using the Circle of Security-Parenting Program curriculum.
- Grow and manage Family Center resource partnerships.
- Provide individual, family and group counseling.
- Have knowledge of community resources and how to access them effectively.
- Serve as a Field Instructor to Social Work Interns.
- Provide support to Family Childcare providers that are participating in United for Childcare initiatives.
- Conduct home visits to Center parents when needed.
- Other related duties as required by the program.
25% Communication
- Build partnerships and collaborations that will benefit our participants (i.e., core services, resources and referrals)
- Work collaboratively with Child Development Specialist to ensure family goal plans are implemented effectively.
- Present information regarding the program to funders and related committees, as needed.
- Communicate effectively with people of diverse educational, cultural and economic backgrounds.
- Participate in relevant citywide and regional committees, boards, etc.
- Conduct aggressive outreach and recruitment.
- Advocate effectively for families.
- Communicate regularly with the Senior Director for United for Childcare and family chidcare providers on the Hub and Spoke initiative.
20% Processes and Procedures
- Maintain up to date files for each participant, ensuring all CARF requirements are adhered to.
- Ensure the confidentiality of all participant records, files and paperwork
- Track services provided to each center participant and Hub and Spoke participant,
- Provide relevant data to funding partners and to UWCM data and research team.
- Create processes and procedures for United for Childcare initiatives related to Columbia Family Center.
- Reinforce equitable programming across the Center.
INTERACTION (Internal and External):
Internal: Interacts with UWCM central staff and UWCM neighborhood staff on a regular basis; provides information as needed, participates on staff committee/team activities; develops cooperative and effective working relationships with Neighborhood Zone staff, including Impact Strategies team members and other UWCM colleagues.
External: Interacts with volunteers, community partners, collaborators, and other organizations on a regular basis to respond to inquiries. Interacts with participants of the Hub and Spoke initiative.
QUALIFICATIONS AND REQUIREMENTS (required education, years of experience, skills, and abilities):
- Master’s degree in social work required (must be licensed in the state of Maryland)
- LCSW-C or LMSW preferred;
- Minimum one year of post-graduate experience working directly with young children and their families
- Understand and be committed to the overall philosophy of Family Support.
- Model appropriate interaction with young children and parents.
- Work independently and as a team member and leader.
- Submit to and pass a criminal background investigation.
- Have current medical evaluation, including a tuberculosis screen within six months before beginning work in the Center.

Frequent walking, standing, squatting, running, and jumping are required. Ability to lift 50 pounds, reach above the shoulders, bend forward from the waist, bend at the knees and stand for extended periods of time. Ability to push, pull, force exertion up to 50 pounds.
The hands are regularly used to write, type, and key and handle or feel small controls and objects. The employee must frequently talk and hear. There is use of a computer. Employee is frequently seated on the floor while performing the duties of the position. May be exposed to such occupational hazards as communicable diseases, blood pathogens, and aggressive or combative program participants.
SALARY: $60,000 (Range: $58,629 – $68,401)
